The next anniversary is the same month and day as your start date in the current year (or next year if it has already passed). Years completed is how many full years have elapsed; milestone dates fall on whole multiples of your chosen interval.
For non-leap years the anniversary is treated as 28 February, matching common convention. The next true 29 February lands only in leap years.
